Under BSNL Tariff plans, special FTTH and Air Fibre plans launched for Public Data Offices (PDOs) in rural areas to configure public WiFi access points

Public Telecommunications company Bharat Sanchar Nigam Limited - BSNL introduced new Public Data Office broadband plans on Bharat Fiber and Bharat Air Fiber are available throughout India except Andaman and Nicobar circle.
BSNL is doing everything possible to increase the revenue as well improve its financial condition and the service offered to customers in all categories.

Coming to the rural areas private telecom operators are far behind providing services to rural public, in this connection to take advantage bsnl having excellent setup in rural areas has decided to utilize one of the best usage to increase its revenue from the WiFi business.
The state feeder has released an open WiFi policy inviting investors to set up public WiFi access points for BSNL's retail / business customers based on their revenue share. As we previously reported, the existing FTTH BSNL franchisee (LCO / TIP / MSO) or the Air Fiber franchisee or the Cluster franchisee can become a public WiFi provider (PWP).
To provide last mile connectivity to public WiFi hotspots, BSNL has launched two new FTTH / Air Fiber plans with True Unlimited Data (no FUP limits).
Last mile connectivity to the access point via fiber or air fiber
BSNL has already designed three different business models for its open WiFi policy, namely:
(1) Model - I, (2) Model - II (3) Model - III.
From the three models, BSNL provides all necessary hardware and software support for PWPs in configuring and integrating public WiFi access points into the PWP - I business model. BSNL is primarily targeting the retail WiFi business through the PWP - I model.
This model, the bandwidth connectivity to the WiFi access point needs to be extended by BSNL via Bharat Fiber broadband (FTTH) or Bharat Air Fibre. To this end, the PSU has launched two new dedicated unlimited bsnl broadband plans - PDO Basic 499 and PDO Premium 999 - exclusive to PDOs that are available in all telecommunication circles except Andaman and Nicobar Circle.
The PDO BSNL basic broadband plan offers download speed @ 50 Mbps with monthly rental of Rs 499/- only while the PDO BSNL Premium broadband plan offers download speed upto 100 Mbps for only Rs 999/- per month.
Public Data Offices (PDOs) broadband plans, is the acronym used for locations of retail access points, such as retail stores which can be tea / coffee / grocery where a good number of fingerprints are involved. PDO partners will work in partnership with PWP as hardware and software installation, sales / marketing of services is PWP's only primary responsibility.
BSNL will have revenue sharing agreements with PWPs only. In turn, PWP will share the revenue with PDO partners through their direct agreements.
In Model - I, BSNL will allocate maximum revenue share upto 30% to PWPs for its retail WiFi business.

Important Note: The main bandwidth to serve the WiFi access point and the additional bandwidth for PDO uses will be provided via a separate VPN (such as VPN-1 and VPN-2) (the typical connectivity diagram is shown in the image below).
All other terms and conditions relating to PDO services will remain the same according to the instructions in BSNL's Open WiFi Policy. It means BSNL will offer True Unlimited Data (bsnl broadband plans unlimited data) on both plans without any cap limitations for WiFi access points data usage. BSNL will also provide Internet connectivity to the Public Data Offices (PDOs) at no additional cost.
BSNL's corporate office has instructed its telecommunications circles / field units to ensure compliance with all regulatory requirements, including online reporting to TRAI and also to update the bsnl circle official website.
In addition, telecommunications circles will make sure to comply with the TRAI guideline regarding the number of bsnl broadband plans unlimited data. The above bsnl tariff instructions will be implemented with immediate effect in the RURAL area of all telecom circles (except Circle Andaman and Nicobar telecom circle).
How can I register as a BSNL public WiFi partner?
If you are currently working as a BSNL franchisee (FTTH / Air Fiber / Cluster), you can submit your expression of interest to an empanel such as BSNL Public WiFi Partner (PWP). Existing franchisees can contact the franchise operator directly and submit their EoI for nomination as a BSNL WiFi public partner.
